Successful Interoperability Communications Require Partnerships and Cooperation
A panel of public safety officials will provide an overview of the methods that were used to obtain interoperability in communications in the national capital region and other locations, and the cooperation and partnering efforts that went into making this a reality.
Faculty: Bill Henry, E.F.O., is Director of Field Operations for the Capital Wireless Integrated Network (CapWIN) at the University of Maryland. He is a retired Assistant Fire Chief with Montgomery County Fire and Rescue Service. Marilyn Praisner is a Councilmember for Montgomery County District 4. Charles Werner is Deputy Chief of the Charlottesville, Virginia, Fire Department. John Contestabile is Director of the Office of Engineering, Procurement and Emergency Services, Maryland Department of Transportation. Dallas Lipp is a Lieutenant with Montgomery County Fire and Rescue and chair of the MWCOG Fire Communications Subcommittee.
 
Animal Rescue

Faculty: Stephanie Cacopardo is a Master Paramedic/Firefighter with Montgomery County Fire and Rescue. She began as a volunteer firefighter in 1976, and became a career firefighter in 1981. She is a member of the National Medical Response Team and responded to the Pentagon on 9/11. She is also an instructor on WMD awareness and preparedness.
 
Recruitment Success: The Virago Project
In 2003, the City of Boise, Idaho, began a committed effort to increase the number of women firefighters on its fire department. We surveyed comparably sized and larger fire departments across the country, and made site visits to those that had been most successful at recruiting women. The ideas generated from this process were integrated into our action plan. As a result, three women were among the six candidates on our latest eligible list. This may seem like small potatoes (Idaho joke), but as the department currently only had one woman firefighter, the increase was significant. Our success was based on others' willingness to share their experiences and programs, and in this workshop we will try to repay this dept in kind.
Faculty: Dave Hanneman is a Deputy Chief with the Boise Fire Department. Jan Baxter is the department's Human Resources Advisor. They were key to the planning and implementation of the Virago Project.
 
Fire Service Leadership

Faculty: Rosemary Roberts Cloud is Fire Chief of the East Point, Georgia, Fire Department. Until 2002, she was Assistant Chief in charge of Airport Operations for the Atlanta Fire Department, where she began as a firefighter in 1980. She worked her way up through the ranks of lieutenant, captain, and battalion chief, and as a newly promoted battalion chief in the summer of 1996 was responsible for the city's largest battalion and for three venues of the Atlanta Olympic Games. When she was named chief of East Point in 2002, she became the first African-American woman anywhere to become chief of a career fire department.
 
Relaxation Response for Stress and Healing
Come to this workshop ready for a relaxation break in your conference schedule. We will provide guided practice using relaxation techniques and clinical hypnosis for stress and anxiety reduction. Our goals will be to learn about the mind-body connection and practical application of this knowledge, to communicate take-away skills, and to have a good time.
Faculty: Michael Beasley, PhD, is a psychologist who has been in private practice for more than twenty years, and has served as Montgomery County Fire and Rescue's staff psychologist since 2001. He specializes in trauma, stress, and anxiety, and is a trainer in Critical Incident Stress Management.
 
Crime Scene EMS
This workshop will present the basic forensic knowledge that is important to Fire and EMS personnel in their work, including such topics as:
 -- What not to touch at a potential crime scene
 -- How to secure the scene until the police arrive
 -- How our actions on the scene can make the crime scene investigation unit's job more difficult unless we take their needs into consideration
Faculty: Lisa K. Larson, RN, is a Lieutenant with the Germantown Volunteer Fire Department and a member of the Montgomery County Fire/Rescue Commission. She has been an RN for 17 years and is certified in Forensic Nursing; she has been a volunteer EMT/Paramedic for more than 12 years.
Wildland Firefighters' Networking Session
This session will be an opportunity for wildland firefighters to meet to discuss issues of common concern and share success strategies.
